In this paper, resource and admission control based on the narrowband network isstudied, consulting the next generation networks (NGN) standard of InternationalTelecommunication Union (ITU), to promote the resources allocation capability of thenetwork with limited resources and enhance the user experience. Important data flow’squality of service (QoS) is ensured while resource is limted. By building a testenvironment of heterogeneous architecture networks, a platform is implemented toverify the feasibility of the mechanisms of the resource and admission control (RACF)realization on the basis of the narrowband network, to provide evaluation and analysisdata for the future development of equipment.Firstly, the background and significance of the research project and relatedtechnical research situation are introduced. Based on the study of the framework of thenarrowband network and functional architecture of ITU-T RACF, the narrowbandnetwork traffic distribution is summarized, and the model of the data transferring isbuilt,automatic method of acquirement for QoS requirements is studied, method ofresource management based on statistics and measurement is designed, and distributeddecision-making mechanism based on policy is implemented. At last, RACF entitiesare implemented and tested.The narrowband network system with resource and admission control functiondeveloped in this paper is open, which is helpful for more research on resource andadmission control mechanism of the narrowband network.
