The Radio Resource Management is a key technique and a research hot spot in the 3G or future mobile communication system. It includes handoff control, call admission control, power control, packet schedule, load control, and mobility management so on. If used properly, the strategy can be to guarantee the required quality of service (QoS) of various calls in multimedia communication system, optimize the available resource in the system, and improve resource utilization. The handoff control scheme, the call admission control scheme are discussed in this paper, then a soft handoff algorithm and a call admission control algorithm are presented properly for WCDMA system.The thesis introduces a hierarchical cellular system. In this kind of system, a set of contiguous microcells are overlaid with a macrocell. High-speed mobile stations are serviced in the macrocells to minimize the number of handoffs while low-speed mobile stations are serviced in the microcells to increase the system capacity. Considering the different tranamitting power between macrocell base station and microcell base station, the scheme uses velocity property as intertier's handoff rule while uses the pilot signal strength as intratier's handoff rule. As well as it, the scheme puts the high speed handoff voice call queuing algorithm on handoff voice call reserved channel algorithm. It reduces the handoff failure probability of high speed mobile stations and improves communication QoS.From the analyse and simulation results, the conclusion is given that the new scheme takes good advantage of the hierarchical cellular architecture. It not only ensures low handoff failure probability to high speed mobile services but also enhances the capacity of hierarchical system, and optimizes the resource management of high speed handoff services.Lastly, the call admission control algorithm and scheme are analyzed and summarized then a adaptive call admission control algorithm for 3G is presented. In the condition of equal load, the CBP is similar but HDP is better evidently and the percentage of resource utilization is higher than the first one. The algorithm is proved it is simple, implemental and practicable for mobile multimedia communication networks with much simulation experiment data.
