The electromagnetism’senvironment in the air becomes complex day by day, various radio jamming occur atevery turn, so the tasks of the electromagnetism spectrum monitoring are heavier thanbefore. To maintain the order of the radio in the air, scientifically improve spectrumefficiency, we must rely on advanced monitoring means for management to providestrong technical support.First of all, this paper discusses the domestic and international situation of theelectromagnetic spectrum monitoring, and then introduces the theory aboutelectromagnetic spectrum, combined with the present situation of current spectrummanagement, designed the overall scheme of spectrum management system, and makeuse of related technology to realize the Data Acquisition and Real-Time Monitoringsubsystem.Secondly, This paper introduces the technology of Dynamic link library andRS-232serial communication implementation of the serial device communication basedon LabWindows/CVI platform, make use of socket technology to realize thecommunication between main control computer and the spectrum monitoring device,at the same time, gives the design steps and process; And introduces in detailimplementation and Application of the frequency scanning and frequency groupscanning.
