With the increasing development of the information society in China, the electronicgovernment affairs are used more and more widely, and one of the important aspects isthe processing of electronic official documents, which includes electronic documentgeneration, transmission, reception and so on. At present, there are two kinds ofelectronic official documents transmission modes. The first is using a dedicatedelectronic document transmission system based on IP network, and the second isthrough the fax system based on PSTN. But because the two modes are mutuallyindependent, the official document information resources can not be effectively shared.This paper focuses on the dual-network integration for electronic documenttransmission based on IP and PSTN networks. In the process of official documents, thesecurity of electronic official documents is not only a key but also a difficult problem,and its security is embodied in the following aspects: the integrity and confidentiality ofthe official document information content, the true identity authentication andnon-repudiation. On the base of analysis of the existing format file and the requiredsafety of electronic official documents, a safe format file based on TIFF for electronicdocuments is designed and taking it as a starting point, the article proposes the generalframework of the whole system, presents a dual-network electronic documenttransmission model, and implements the key technologies involved in the system.
