Private museums are indispensible in China’s current culture industry boom. New and problematic, they have a rough start due to the missing of defining policy and codes of conduct, letting alone a fostering and encouraging scheme.Based on the current condition and the theoretic research in this area, this article raises the problems which are faced by Chinese private museums and then divides them into three categories:interior, exterior and others, followed by analysis of the reasons behind, either because of private museums themselves, particularly their personnel’s understanding and behavior or due to the lack of certain policy, or even both.Judging from the current condition, as well as learning from the foreign experiences and taking the local attempt into consideration, the author provides a thinking framework of the policy system for the private museums, including both regulatory and fostering schemes, and urges applying them into actions.
