Design And Development Of E-Government System Based On Workflow Engine

E-Government refers to the mechanism that the government agencies use moderncomputer and network technology, and move the management and service function tothe network. At the same time, E-Government can achieve the goal of optimization ofthe government organization and workflow’s optimization and reengineering. It canprovide the efficient, high-quality, standard and all-around management and serviceprocess to the whole city without the constraint of time, space and departmentdivision. Domestic E-Government developed a few years, and its main contentincludes: requisite E-Government network basic network facilities, basic platform,electronic document system, information database, government application. As weknow, electronic document system is developed based on the workflow technology. Inrecent years, workflow technology has been widely used in many different industries.It will abstract the actual business logic to develop a data model which can beidentified and applied by computer. It replaces or partly replaces the way of manualhandling by the intelligent automated processing, which enhances working efficiencygreatly. Work engine is the core of the workflow technology. It achieves the workautomation through process definition and process rules parsing.The thesis introduces the correlation knowledge of workflow and E-Governmentfirstly. Based on the deepen study of workflow reference model of the WorkflowManagement Coalition (WfMC), the thesis describes the detail design of a workflowmanagement system and its system structure, design process, etc, and used thisworkflow management system in the Shanghai Municipal Administration of Culture/Radio/Film/TV E-Government system, gave the solution in detail.To adapting the changing operation process and improving the maintainability ofitem after it is actualized, the system is designed by the B/S and J2EE framework andMVC model, to complete the design of process defining module, workflow enginemodule, business application module and supervise module of workflow managementsystem. The thesis describes the electronic document system interface design, formdesign, and security design in detail.The last part of the thesis which is based on the Shanghai MunicipalAdministration of Culture/Radio/Film/TV electronic document system, introduces therealization of workflow technology and the combination with the E-Government. Inthe meanwhile, it focuses on the workflow principle, model and the process fromtheory to the realization.With the strong support of workflow engine, the Shanghai MunicipalAdministration of Culture/Radio/Film/TV E-Government working system is builtsmoothly. The E-Government system is an integrated platform, which allows all thestaff could work together in the intranet. It achieves the goal of saving the operatingcost and strengthening the cooperation spirit. With the system online and stableoperation, it becomes a platform that internal staff can co-work together, and theleader can make decision, and improve the management performance of thedepartment. It also makes more and more internal staffing and public institutional andindividual deeply feel the enormous convenience given by the E-Government.
