With the development of human society, the shortage of water resources is increasing,how to more effectively utilize the water resources has been getting more and moreattention in China. In this paper, based on the analysis of the goals and applicationrequirements of comprehensive utilization of water resources and combined with theTheory and Implementation Technique of the Decision Support System (DSS), the authorfurther studies the combined application of the comprehensive utilization of basin waterresources and DSS, and accomplishes instantiation of research and implementation basedon Yangtze River Basin. In this paper, the main achievements are as follows:(1) This paper has made the detailed elaboration on the current situation and existingproblems of the comprehensive utilization of China’s water resources; in-depth studied theTheory and Implementation Technique of DSS; deeply explored the combined applicationof the comprehensive utilization of basin water resources and DSS.(2) During the period of system instantiation design, followed the software standards,the database system has been first designed and implemented after fully considering therequirements of data safety and reliability, and data query has been optimized after.Applying programming basic structures, the combination modes of diverse models arethen designed and on this base, the running graph of model combination which is theguidance of model running control is made with the generality and standard. Based onobject oriented technique, abstracting models is to construct a model class library and typenet based on which a models’ dynamic creation method is creatively presented.(3) As to the management of different reservoir operation schemes, a strategy ofmanaging schemes and data respectively but using jointly is adopted to realize amulti-layer management of mass data. Thus, data support to models, graph output and thetotal scheme loading are greatly simplified.(4) Based on the visualizing modeling tools for basin reservoirs, the dynamic change problem in scale and structure for basin reservoirs is successfully solved. Switch controland type net of model class library are combined to make better model scalability.(5) Applying the visualization and modern information processing techniques, theprocess of model building, model solving and the management of reservoir operationschemes are demonstrated in a visual and intuitive way. As a result of that, decisionmaking in mode, method, quality, and efficiency is improved.
