Water resources is not only the substance base of human existence and society development, but also is an strategic economic resource in21century. As people’s increment and society development, people’s unreasonable exploitation and use to the water lead to the country’s revelation of water problems or even water crisis. A region’s water resource carrying capacity has a direct relationship to its human reproduction and economy development, so it is important in both theory aspect and practical aspect to study the water resource carrying capacity.In this dissertation, based on multi-hierarchy variable fuzzy clear comprehensive evaluation method and two index systems, we make an analysis and a comparison to the amount and state of water resource. Then visual operation finished eventually Compiled from Dev C++,the matrix computation algorithm, particle swarm optimization algorithm and fuzzy ISODATA algorithm in the system combine a single library according to the C99Documents According to the water resource configuration schemes of Dalian, this visual system is operating on Windows and it is based on the combination of MFC and Mapinfo. The theoretical basis is variable fuzzy clear sets, and it has three subsystems. They are variable fuzzy clear sets evaluation system, information query subsystem and the Display of stream map system based on Mapinfo.The internal modules of the Whole system are mainly as follows:(1) The Matrix and arithmetic lib:This lib is based on the new standard of C99for its new grammar and the inner memory management module of Dev C++. It is compiled for the core part to calculate matrix operation, high dimensional equation solution and fuzzy ISODATA arithmetic.(2) Visual assessment:Based upon variable sets, this module is just for the calculation of water resource carrying capacity assessment. In use of the compiled lib from Dev C++and the predetermined interface protocol, it can provide digital reference and proof from the multilevel assessment calculation of index matrix, weight matrix and membership matrix(3) Visual operating platform:This platform is to realize some basic manipulation to inquire, display, and output all parameters and other visual operations for examples:move, zoom, roam and annotation etc. The research shows that the friendly system can be used to access water resource carrying capacity and it makes the problem more easily and clearly. Also it provides a friendly platform for the calculation of water resource carrying capacityLastly, the conclusions are given and some problems to be further studied are discussed.
