With the arrival of information age, irrigation district has also began theinformation construction of technology. As an important part of traditional waterconservancy, irrigation district’s main duty is irrigating for the agriculturalproduction. With the help of modern computer communication technology, irrigationdistrict management department made a series of information works, includingweather forecasts, rainfall detecting, reservoir water level monitoring, agriculturalland and flood detection, irrigation management,etc. This not only improves themanagement, irrigation efficiency and water utilization, but also is significant to theagricultural production. The irrigation district office automation a part of theinformationgnal construction, has changed the traditional official ways, achieved theefficient paperless office by human-computer interaction.For different needs,it has avariety of forms,including the document flow, issusing the public announcement,personnel information management, e-mail system management, file management ect.Against the characteristics of irrigation district office and its needs an e-mail systemhas developed in this paper. This systems could combines the communication andfiles transfer,which facilitates the internal communication of the irrigationmanagement department.The e-mail system are mainly composed of mail module, mail acceptance module,folder management module, the contact management module, system configurationmodule.In this system, the message transceiver module is the core.Sending isimplemented by SMTP, which is a simple mail transfer protocol, and all the emailcommunications people used now are transmitted through this agreement.Recevingimplemented through POP3.The client and the mail server are connected through ausername and password. After successfully connected, the e-mail on the server aredownloaded to the client by POP. The users then can view, reply, and forward thee-mail on the client.The login module of the system uses the two-factorauthentication.When the user logs on, it will first judge if the user has registered. Ifyes, you do not need to log again, and can directly enter into the main interface of the mail system, otherwise, you are required to be registered. The key of sending andreceiving is to properly configure the mail server parameters. The configurationmodule of the system is designed to manage the server parameter. The mail system isdeveloped on VS2008development platforms, which combines the networktechnology, the ASP.NET technology.The system database is designed using the SQL2008. This email system has simple interfaces and full function, which meets theneeds of the irrigation area office.This paper discusses the design concept of the mailbox system, present the maintask in different developing stages, illustrates the principles and solutions of thevarious functional modules, and summarize the system development process.
