Emergency service system and non-emergency system is important concept forestablishing harmonious socialism. Logically, performance complementation existsbetween emergency service system and non-emergency system; however, from theaspect of set theory, both of them belong to the field of social public security, so theyare interdependent and inseparable.The institution responsible for non-emergency system is the channel ofcommunication between government and citizens and the window of providingservice for citizens by government. Those institutions provide services includingcountry policy, transportation, education, water, power, gas, heating; they alsocomprise all the other service related to public affairs. Moreover, the criticism andrecommendation of the citizens in terms of the city management and public service iscontained; the supervision, tasks, and letters of the citizens in terms of thegovernment duty performance is also involved; the coordinately management of thepublic complains, social opinion collection, analyse and report are also focused.This report deeply analysed the establishment of the non-emergency system.During the stage of demand analysis and design, the logic of system operation, themanagement of the information business, and the design of the system componentsand design were analysed according to the attribute of the basic units in Fangshandistrict and the real situation of the industry. The whole system includes8functionalparts: the handling of the emergency information, processing of the emergencyinformation, database management, information reporting, information releasing,statistical analysis, synthetically query, and system configuration. This system is anintegration of consulting, serving, resolving, information collection and analysis, andcoordinate supervision.The action taken for achieving the non-emergency system in Fangshan districtand the unification of the duty from different related departments can finally promptthe coordination of the case handling in different units in the whole district, which canhelp further achieve a non-emergency system which is accurate, agile, efficient,full-time and all-round.
