Design And Implement Of The Wisdom District Emergency Management Platform

With the deepening of China’s economic transition and social transformation, thegovernment’s functions gradually shift to the discharge of the functions of the publicservices and social management. In the fact, many of the social management functionshave been gradually and down to the grassroots level. The subdistrict officesgradually become the most important force to resolve the livelihood issues and socialconflicts. At present, the emergencies breaking out in the scope of the residentialdistrict and the communities have shown an upward trend. Especially the worry issuesthe affect people’s daily life have become a direct and key factor impact on thestability of the residential district and the communities. However, the backwardnessof the district emergency management concepts and techniques, that often lead to thedisposal of these events in the decision lag, passive work, it can easily lead to theoccurrence of secondary and derivative.It is a new topic in front of the district and community workers that how to usemodern scientific and technological means to optimize existing emergencymanagement process. It should architect the district emergency management platformthat integrate the functions of event prevention, information dissemination andoptimize disposal to meet the innovation of social management in the new era, updatethe needs of the service concept.In order to solve the problem facing in the district emergency management, thispaper completed the following work:1. Standardize the business processes of the district of emergency management.According to the analysis of the emergency management status on the district,it identified the disposal of ideas of the surveillance, prevention and disposalfor, and standardized the emergency management process, including the eventmonitoring, early warning management and event handling key dispose parts.2. Architect the wisdom district emergency management platform. It designedplatform architecture, the network structure, the platform composed, anddesigned and implemented core functionality of emergency duty, early warning management, emergency response, plan management, supervisionand monitoring, and analyzed and designed the database.3. Establish the event monitoring and early warning mechanisms that integratethe Emergency situation monitoring and social management, supervision andmonitoring. It is the combination of the emergency situational awarenessmonitoring and the event supervising, inform emergency forecasting and earlywarning monitoring.Finally, on the basis of the content of the study, it built a prototype of theplatform system, which realized lots of function modules, including the emergencyduty, the early warning management, the resource management, the decision support,the information maintenance and the map management. All of them provide anavailable platform system for the street emergency management.
