The Game Analysis Of Public Emergency Network Communicacion

The public emergency is something happens suddenly such as natural disasters,accidents, public health incidents and social security incidents, which causes serious harm to the society and ask for emergency measures to respond to. This article focuses mainly on the social security aspect of public emergency. With the rapid development of the internet technology, it has become the emphasis of government work to take proper measures for the public emergency caused by internet communication.. In this circumstances, it is a good way to use the game theory for the simulation analysis for the communication process and the internal mechanism of public emergency, which is important in clarifying the causes and development trend of the of public emergencies. Meanwhile, the application of the game theory can also provide theoretical basis for the government and other public sectors in the construction of coping systems and coping methodsTypical emergency cases and data which happened in recent years were collected in this research in order to clarify the basic concept and classification method of unexpected public events. Based on those cases and data, features of publish emergency caused by network,communication were studied in this research, which includes the content of communication, propagation path, mode of transmission. To gain a better understanding about the sudden public events, a government-the government, the government-the netizen, netizen-netizens evolutionary game model and information model was established with the tool of the game theory. A complete analysis of the event evolution and derived model calculating results were accomplished in this research. From this study, it is concluded that, in most cases, the conflict will be ended by the government with coercive measures. Difficulties for the government to control events participated by netizen are mainly caused by the low costs of participation. According to the information transmission model for calculating process, suggestions for the government considering news release were also given in this research. The AHP method was used for the establishment of the evaluation index system, the calculation of the weight of each index, the building of mathematical models as well as the calculation of the heat index. Analysis was based on selected examples from BBS of Shanghai Jiao Tong University. Finally, the mechanism of public emergency development was illustrated by using the evolutionary game theory. Preliminary calculation formulas and methods were also given based on campus BBS hotpot events.
