Research And Realization Of Police Case Knowledge Management System

Due to the "Golden Shield Project", the construction of police integrated informationsystems has been more complete. It completed the covering of the various police andapplications, which provides effective information support system for basal police, reflectingthe excellence of technical police. But the extensive experience and knowledge in policedepartments is used very limited, limiting the culture and knowledge accumulated. Theknowledge management system is very important for speeding up police career; increase theaccumulation of knowledge; improving police efficiency. With the police operationsincreasingly complex, the policemen need more and more team wisdom and individual ability.This ability includes the accumulation of knowledge, the accumulation of knowledge assets,which is the value generated from the quantitative to qualitative change. The knowledge hasbeen increasingly more and more important for police department.Based on the case business, this paper analyzes the interrelated knowledge, and designsthe knowledge management system to assist police work. This article provides a completesolution, including the dispersion of knowledge to get sorted, integrated applications, storageencryption, fast access to shared collaborative, effective dissemination and application ofinnovation in all aspects. This paper exploring realizes the police knowledge managementsystem, and provides a reference for future research or application work. In this paper, themain works are as following:(1) Through the analysis of police business processes and the actual needs, we build aknowledge management model. This paper introduces the concept of knowledge managementand knowledge management system model, knowledge management in the police businessprocesses to the logical analysis and model construction, systematic analysis of businessrequirements, data needs, security needs. (2) This paper designs knowledge storage, sharing and innovation. According to thepolice system needs analysis, we detailed design system module. And the main parts areknowledge exploitation and knowledge modulization. In the paper, the knowledge is used tooptimize the knowledge hierarchy which produces the tree-formed knowledge with artificialknowledge node addition and professional judge. The tacit knowledge can be explicit byknowledge exploitation. And knowledge modulization is used to data learning with modellearning methods of machine learning to the parameters and results. The modulization methodis easy calculation and data storage, deeply utilizing knowledge and creating more generalknowledge.(3) Meanwhile, based on knowledge management methods and technology, the paperdesigns logic layer, data layer and functional module. Through the test, the case knowledgemanagement system better manage the experience, information and other knowledge of thepolice department, which can improve the efficiency of the police departments.
