The Application Research Of Ontology Based Competency Model On Innovation Platform For R&D Outsoucing Projects

With technologies development in the21stcentury, it’s possible toorganize the distributed human resources by Internet. The web based workmodel appears and grows. Most people have recognized or accepted the R&Doutsourcing model. This thesis is to explore values at the joint point betweennetwork-based innovation platform and R&D outsourcing business model.This thesis described the background, purpose and key components of theinnovation platform. Then it introduced the key competency model based onsemantic Web concept, infrastructure and new technologies, such asOntology, RDF, OWL and ontology matching techniques.After that, it analyzed Intel Corporation’s strategy on globalization andthe outsourcing trend in Intel Enterprise Platform Server Division. Then itdescribed the competency model and built a competency ontology modelwith Protégé v4.1. At last, it gave the anticipation of the innovation platformand mass application of the competency ontology model in the future.
