The online innovation outsourcing refers to the behavior by whichcorporations utilize external human resources to complete a certain taskthrough Internet.Withsuch kind of outsourcing model, corporations are ableto findsubstantial amount of talents to help them complete the value-addedinnovation taskwithout establishing long-term employment relationshipwith them. On one hand, this mode can effectively reduce R&D costs, andenhance the core competitiveness of enterprises; on the other hand, itprovides job chances for the majority of the social talents, thus helps easethe frictional unemployment.With the rapid development of communication infrastructure andnetwork information technology, the online innovation outsourcing isbecoming more and more mature. However, how to find the proper talentsfor a particular task and how to find the proper innovation tasks for thetalents are still the bottlenecks restricting the expansion of onlineinnovation outsourcing. In order to achieve this match between supply anddemand, we need to do research on the talent and task.This paper focuseson the task side, researching onthe task decomposition mechanism andautomatic mechanism for building the task-oriented competencies ofdecomposed subtasks,based on which we finally design and develop aprototype system of task-talent online match.This paper first analyzes the industry classification properties of theinnovation outsourcing tasks, and then describes the attribute properties ofoutsourcing tasks, thus studies the task decomposition mechanism and proposes the competency-based task decomposition method.Then this paper studies and proposes a quantitative way to build thecompetency requirement of decomposed subtasks on the basis of the taskdecomposition, and design itsonline automatic generation method.Finally, the paper further studies the task-talent matching methodbased on the task-competency requirement, and develops the prototypesystem of online automatic match oftask-talent.
