With the improvement of life quality, people’s lives become increasingly busy, so peoplewant to effectively monitor the family at the same time carry on working. Now with the fastdevelopment of network technology, image processing as well as3G, LTE and other mobilewireless communication technology, video surveillance can easily cross geographicalrestrictions by mobile phone, IPAD and other mobile devices.In the revelant papers on mobile video surveillance, the client designed by.nettechnology is not popular; the ARM-based design is not suitable for mobile phone; Some onlyfocus on J2ME-based client design, and some only focus on OpenCV-based servec design,there is no complete design for whole system. Based on the above analysis, on account ofmost mobile phone and IPAD etc.support JAVA, we use J2ME as client design, at the sametime using OpenCV technology with superior performance in video image process to capturevideo and intelligent analysis. A simply deployable mobile video surveillance system isimplemented by combine both in C/S mode.In this paper, first we analyze and design the overall mobile intelligent monitoringsystem, including client process, server process and interactions. Then the OpenCV service,streaming media service and web application service are analyzed, on the basis of which thebackground modeling, regional marking, video capture, target detection, intrusion detectionand compression recording are designed and realized in detail. In the following, J2ME clientand the interacted servlet are analyzed and designed in detail; Finally, from the test and show,the requirements of mobile monitoring and intrusion detection are implemented.
