So an effective and convenient way is in greatneed to protect the safety of the people,It is just the strong demand and maturity of the technicalconditions that make monitoring technology been developed by leaps and bounds, the entire fieldof security and surveillance has undergone enormous changes. At the same time, the securityindustry also has shown great commercial value.Since the beginning of the21st century,a variety of emerging technologies such ascomputer technology, multimedia technology, network transmission and communicationtechnology have achieved a rapid progress, especially multimedia technology and networktechnology make people’s social life, study and work undergo enormous changes. As a relativelysuccessful application of multimedia technology, monitoring technology has been paid more andmore attention to. People’s lives and study will be hard to be gone on with. A combination ofnetwork and monitoring technology and networks makes monitoring pattern have changeddramatically.We can know well about the circumstances at the scene quickly and easily throughremote surveillance, so as to make timely and effective decision.Taking the development of multimedia technology as a lead, this thesis reviews andanalyses the fundamental speech coding techniques, puts forwards a new kind of structure ofremote voice monitoring system and describes the role of each part in the system and theircontact. The main topic of this research is on the speech monitoring terminal. This thesis makesresearch and design of all the modules of one speech monitoring terminal based on embeddedplatform and mainly realizes the speech coding module.The paper firstly puts forward a new structure of the remote voice monitoring system, andnext, makes discussion about the hardware platform and speech coding algorithms and at the same time briefly presents G.729speech coding algorithm and the basic principles of real-timetransmission protocol RTP standard. Then, the article focuses on the design and implementationof the speech coding module. Finally, an in-depth discussion on optimization method of thecoding algorithm is developed and achieves the expected effect.
