With the development of digital communication, voice coding technology has been used in more and more fields. In prior, the analog voice signals will occupy a large data space to store, and the analog system is not easily to be upgraded and expanded. The issue is the digital alteration for the analog voice monitoring system, which occupies less data space, decreases the cost of the hardware system, meanwhile, the new system is so easy for upgrading and expansion that it has a high application value.The main work of the issue is the software design which bases on the study of algorithms, and the paper also proposes the upgrading solutions. Firstly, the issue studies the two algorithms which are related to the software design—G.723.1 for voice signal compression and Goertzel for the decoding of DTMF, and describes the priciples and structures of the two algorithms in detail. Then, the issue expatiates the system hardware platform—TMS320C5509 DSP, including the selection for DSP,the control method of A/D and the usage of McBSP, the issue also discusses the software compile environment—CCS and the programming language. Next, the paper discusses the software design of various functional modules, including the compilation for A/D control words,coding processing for voice signals,identification for DTMF and compilation for .cmd file, etc.. Moreover, the paper introduces the debugging tools as well as test methods for main programs and proposes the optimization measures for the system. The results of debugging and tests tell that the software of every module can be operated and used normally. Finally, according to the system characters, the issue proposes the system upgrading solutions, including two parts which are transmission and storage. The paper also introduces the characters of the upgrading solutions, and analyzes their feasibilities, which establishes a certain base for the system upgrading.
