Dangerous chemicals are used widely in Petroleum and petrochemical industry. The transportation of chemicals is so hard for they are flammable, explosive, easy toxic and easy pollution. If there is any traffic accident about dangerous chemicals, it will lead to serious consequences. Ministry of Transport of PRC and State Administration of Word Safety pay a lot of attention to the safety of chemicals transportation, they make many strict rules on it. At the same time, transportation enterprises strengthen their management continually, but the accident of chemical transportation cannot be avoided.Since the20th century,90years, global satellite navigation system with its high speed, high efficiency, high positioning accuracy measurement of a series of features, popular in all sectors of all ages, it is used in chemicals transportation as early application and typical application until now. At present, technology represented by GPS satellite navigation application has helped a lot of transportation enterprises to build their own transportation monitoring and management platform. But most transportation monitoring platforms with less information, small capacity, incomplete functions and decentralization, cannot meet the requirements of safety management in petroleum and petrochemical industry.It is necessary to design the large integration system based on the Global Positioning System and COMPASS Navigation Satellite System. The system can collect more information about driving safety, analyze all data in driving course, alert the drivers to keep safety drive, send the driving data to management center when accident happened, find available resource in emergency, and help the transport company reducing accident loss.With development of COMPASS navigation satellite system, it has been promoting in all sectors to build the monitoring platform of mobile objects based on COMPASS navigation satellite system, and as one kind of the dangerous chemicals, gasoline is basic strategic resource for a country, so gasoline transportation is very important to national security. Now the COMPASS navigation satellite system is still not perfect, GPS satellite navigation of the United State of America has been developed, improved and applied. It is workable to build the safety service platform of dangerous chemicals transportation joining COMPASS navigation satellite system and Global Position System satellite navigation, COMPASS navigation satellite system can send the driving data to monitoring center in the area without the wireless communication network, it can help to test COMPASS navigation satellite system and to give the promotion sample of civil utility about COMPASS navigation satellite system at the same time.This article analyzes the status of dangerous chemicals transportation monitoring system in petroleum and petrochemical industry, and designs the integrated services platform about dangerous chemicals transportation. The comprehensive solution is based on the message bus, grid calculation and other computer technology. It has been successfully put into practice.
