With the increasing demand of skilled people in Beijing, operation modes and technologies of current human resources management can not be fit for the growing needs of talent introduction, therefore modern information technology management is urgently needed to normalize the business procedure in order to handle the HR management on the net.The project of this dissertation is centered on the talent introduction comprehensive evaluation system of Beijing Municipal Bureau of Personnel, which aims to highlight performance and ability of talents. A series of talent introduction policies have been put forward to solve actual difficulties of non-local senior talents. Therefore,the more effectively guaranteeing non-local talents’ lives and jobs, creating environment for business starting, competitiveness and development; the more senior talents will be attracted in Beijing.According to adapt to the situation, on the basis of scientific analysis of system construction, the dissertation builds the information-based platform under the network system, and designs function modules for the talent introduction comprehensive evaluation system of Beijing Municipal Bureau of Personnel. The system is consisted of a Beijing work permit sub-system, a Beijing talent introduction sub-system and a Beijing oversea staff introduction sub-system.At present, the system of the dissertation has been effectively put into operation. Through extension and application, the system becomes a large-scale business system based on the Internet and government networks of Beijing. The system covers16districts and counties, more than200government departments and institutions,30thousand enterprises and50thousand candidates, and realizes desired innovative achievements.
