This article designs an intelligent parking management system using passive RFID technology, video recognition technology and CAN bus technology. Some users can achieve fast access, automatic toll collection, automatic parking guidance, parking use projections and other functions without stopping. The article focuses on the entire system works to control the device hardware components, the work flow of the system, the software portion of the controller design, the introduction of PC software, and the design of the database. It introduce the calculation of the parking vacancy rate, particle swam algorithm of automatic guide parking, image recognition used to vechile plate detection. The paper’s research is in these aspects.1.Innovative design of the reuse of idle parking system. Using of computer statistics the system can calculate the daily parking vacancy rate, and re-use of unused parking spaces, improved the utilization of parking spaces and the management of the system.2.propsed the particle swam algorithm based on neural network in the automatic guide parking system. The fitness funtion which is constructed by neural network can find the optimazationly path in system. Simulation results are provided to verfity the effectiveness of the approach.3.The license plate recognition, the paper describes the working process of license plate recognition system, using a local area such as binarization methods to improve their recognition rate.Compared with the previous garage management system, the system has a high degree of automation, can greatly improve the parking management efficiency, reduce investment in human resources, improve parking lot safety, improve the utilization of parking spaces in car parks and car park management to protect quality of operation of the system for operators to create greater efficiency, better to solve the problem of difficult parking.
