With the third generation mobile communication operator license officially issued, Chinese mobile communications is going into a new era. Offering the second-generation(2G) mobile communications service and the third-generation(3G) mobile communications service at the same time, the mobile operators faced great pressure. From the market point of view, expanding3G services and increasing the number of3G customers are more important than anything else. From the networking point of view, maintenance and optimization of the3G network, which making3G network to provide high-speed data services and meet the requirements of3G customers, is the focus of the working.China Mobile is facing the important task of operating Time Division-Synchronous Code Division Multiple Access (TD-SCDMA) network which is of self-owned intellectual property. Relying on the network coverage advantage and customer advantage of Global System for Mobile Communications (GSM) network, the development of TD-SCDMA network has become the core of the operating strategy. Based on this, the paper takes improvement of TD network quality and TD user perception as the clue. First, the similarities and differences between TD and GSM networks in network maintenance and optimization are analyzed, which is the basic conditions for TD network optimization according to the GSM optimization experience and optimization resources. Then, the existing main network quality problem on the wireless side of TD network is analyzed, and the main contradiction of the core coverage issues are extracted-the weak coverage and the handoffs coverage. According to the network optimization experience and the constraints of TD projects and standard, the TD coverage solution is given and the advantages and disadvantage of the optimization methods are discussed. Finally, the terms and guiding principles of TD coverage optimization method priority are given.There still exist TD coverage problems that couldn’t be solved by coverage optimization methods. The solutions of these problems need to rely on the interoperation between TD network and GSM network. The process of interoperation between TD network and GSM network on the wireless side is analyzed. The interoperations on the wireless side are divided into three stages, and the basic algorithm principle and the principle of the corresponding controllable parameters of each stage are analyzed. Finally, the setting method and suggestions of the interoperation parameter are given. This provides the basis for the interoperation optimization in practical engineering. In practical network optimization projects, the optimization workers consider station site location and signal level of the surrounding site where problems existed and the traffic absorption strategy of the site, reasonably selecting the interoperation parameter threshold.The paper takes solving the TD network signal coverage problems as the main line. The main achievements are the proposed coverage problem solution and the principle of the network interoperation parameters setting method.
