Along with the development of the User Termiter, users have more and more requirements for the data rate. And along with the development of3G and TD-HSDPA entering the market, TD-SCDMA UE has already supported the classic voice traffic and high speed downlink data service,3G system enhanced for the capability of the downlink package data service. So, another consideration is whether the HSDPA key technology can be used for uplink package service? TD-HSUPA is brought forward under this background. Put the HSDPA and HSUPA together, enhance the downlink and uplink of the data service, and fufill the user’s requirement as much as possible, and let TD-HSUPA has a bright futuer.This paper introduced the basic concept, key technology and development of TD-SCDMA, HSDPA and HSUPA features, based on this, analysis and descript the nessecerity and the importance of the implement of the HSUPA feature. According to the analysis for the3GPP standard and the Chinese industry standard, and based on the research of the functions and structures of RRC layer, from the functional, service and implement side, descriped the detail requirement analysis for the implement of HSUPA feature. And then, according to these requirement, fixed the UE implement platform and SW structure, the implemental structure and sub-modules of RRC module, and external/internal interface, etc. And, implement the HSUPA feature with C language and under RTK operation system. To this implement, we also took the unit test and module test with Visual C++and NEXE test environments, and then took the system integration test, COT and field test. Through these kinds of tests, the design and implement can be verified and ensured from the feasibility and the correctness side.The harvest of this paper is:base on the TD-SCDMA and GSM dul-mode UE platform and HSDPA feature, design and implement the HSUPA whole feature. And. these design and implement are passed the lab test and the field test, can be used by the customers. These design and implement for HSUPA feature is the basic of the subsequent features’(such as HSPA+) research and design. What’s more, some experience and lessons generated during this project will be a great help for other project. In the summary, this project is a good basic for the development of the TD-SCDMA.
