With the acceleration of the social information course, the user number of the mobile communication and Internet are increasing sharply. Besides the voice service, some new services appear endlessly, such as mobile phone TV, video telephone, mobile commerce and network. For the enormous data, the large resource consuming and the high real-time performance, these services give a challenge to the radio resource management technology of resource-constrained communication system. How to allocate and manage radio resource effectively becomes the hot issue under different quality of service (QoS). As the core parts of radio resource management (RRM), connection admission control (CAC) and dynamic channel allocation (DCA) are the hot spots of the current research.As the 3G mobile communication detection technology with our own intellectual property rights, smart antenna and combined detection technology are used in TD-SCDMA, whose advantages are flexible adjustment for downlink/uplink time slot switching, interference controllable and effective supporting asymmetric data service. Because of the adoption of FDMA, TDMA and CDMA, CAC and DCA are more complex than other systems, whose performance has a great impact on RRM.First, the load capacity is researched in TD-SCDMA system under conditions of smart antenna and combined detection technology. Then, the CAC strategy based on spread spectrum code-resource reservation is presented to improve the QoS. Second, through the detailed theoretical analysis, a DCA optimized strategy for cross time slot interference is presented to promote the performance of whole system. The performance of the two strategies are simulated and analyzed by simulation system. And, the results show that new strategies have the obvious effect to improve the performance of the system.
