As communication technology update, increasingly fierce market competition, the requirements of enterprise staff with comprehensive quality and expertise is becoming more and more significant. But existing training methods gradually reveals themselves that they do not adapt to the characteristics of the current situation: concentration of the single and the traditional face-to-face training methods no longer meets the requirements of enterprise development.Building a flexible and open learning system, creating the conditions for the employees into the classroom anytime, anywhere, leading independent self-learning---is an urgent task of promoting enterprise’s core competitiveness by improving training efficiency, at the same time, lowering training costs.In2002, many large enterprises, such as telecommunications, financial and other enterprises have introduced the E-learning mode. This menu-driven E-learning course system allows employees to personalize their learning according to their different needs. Mobile video teaching is a very popular methods which can facilitate the grass-roots training for the Speakers of department of business by reducing training costs, broadening coverage of training and improving the training efficiency. But for the reason of the different development phases and content needs, foreign systems cannot be used directly and effectively on a large scale in China. Market calls for the specialized domestic enterprises to develop the training system and training content to meet the actual requirements of China.The goal of this design is to establish an E-learning web-based training platform to meet the practical needs of Shandong Unicom. The platform needs to achieve the following functions:supervision of learning progress; Evaluation of students’learning result, courses and teachers’teaching skill; realizing the whole process, complete practical training management functions; providing a unified platform for system management at different levels; offering the complete external interfaces and internal interfaces, depending on special needs, to achieve the smooth interaction of information with internal information systems through standard interfaces.The design uses the Java language, the B/S (Browser/Server) mode hierarchical modular structure in Struts framework. The structure of application system is generally based on Shandong Unicom enterprise IT architecture, and the design of application architecture of the E-learning systems is in the overall layout of application. This systems provides unified access to the portal, realizing the roles of different uses, accessed via different access to system functionality; providing full functionality to deploy and full business functions supported that are needed for enabling the whole life cycle of training and examination of; providing a standard interface for external systems; implementation of E-learning systems and seamless integration of related systems.This Design and Implementation of Shandong Unicom E-learning web-based training platform is set to modify flexible, easy to expand, and adapted to changes of business development. At the same time, with good software and scalable hardware platform, this system can be easily upgraded and updated, and meet the needs of high quality of human capital. The design focus of this experiment to realize an interconnection with Shandong Unicom OA office portal system and the ERP, the HR system.
