This paper was found on investigation for all the teachers and students of Shandong Vocational College of Science&Technology, from student’s actual demand of view in online learning, analyze the shortcomings of the current education mode objectively, In view of the existing issues of the poor education resource sharing, and learning process must be restricted by time and space of education, according to the status of the existing situation of distance education in domestic and foreign country as well as the current technical level, to make a detailed analysis for the actual demand of online learning management of Shandong Vocational College of Science&Technology. Taking easy maintenance as the general principles of system design, in order to provide a suitable learning management platform for college online learning management and take it as design objective to do the development work for the platform.Research on the implementation scheme of current similar software, to compare with the component technology and software development technology separately based on ASP, ActiveX and J2EE, and found the J2EE technology has great advantages in solving large-scale, distributed, security and other issues. Consider of the online learning management system have a scale users, and the actual situation need to have a higher requirements for security and concurrency of the system, to build the system using Java as the development language and struts as framework. At the same time, because of the system have high requirements on upgrade and executive, system uses SOA (Service Oriented Architecture) for design, SOA architecture involves the service project development, the system to aim at the current education model deficiency, students can easily to have courseware, courseware video resources from the online system. The system provides message function, is conducive to communicate between the systems users timely, and so the teachers can solve any problems appears in the learning for students timely, in summary, the system is established in a good analysis requirements and support with reasonable technical framework, not only meet the function of user needs, but also have a friendly interface and good expansibility, advanced technology and development pattern is in line with industry standards, along with great practicality, expansibility and practice guidance significance.This paper introduces the design and implementation of online learning management system, according to requirements of the online learning system of Shandong Vocational College of Science&Technology, to design and implement the authorization mechanism of courseware framework to meet the business requirements in Shandong Vocational College of Science&Technology, to realize the design and configuration for basic services, to complete the courseware bulk upload and other functions, The system is convenient for teacher’s teaching and students’ learning tasks, improve the quality of teaching and learning efficiency of students. Provide an alternative form of teaching for the Shandong Vocational College of Science&Technology, make teaching diversification of Shandong Vocational College of Science&Technology, play an exemplary role for other online learning systems.
