With China’s rapid economic and social development, Internet has becomeimportant channels of connection, ways of communication, means of processing andcarrier of information for the government and its agencies to release policies andinformation, offer administrative approval and registration, communicate with thepublic and other matters in the new era. Sichuan is one of the fastest-developingprovinces in central and western China. In order to publicise, promote and serveSichuan, General Office of the Sichuan Provincial People’s Government issued“Opinions on strengthening the development of government websites”(issuing ref. no.2010-93) in October,2010, requiring well-developed, well-utilized and well-managedgovernment websites. As the external window, cooperation platform and link bridge forSichuan Province, it is in urgent need for Sichuan Provincial People’s governmentOffice in Wuhan to build a “window image” government services website. As mainguidelines of the website construction, this paper covers every aspects of the websiteconstruction.It features a detailed analysis of the requirements of functions, performance,development tools and domains. The author carefully identifies the site’s overall designplan and carries on a detailed description and analysis to ASP.NET, SQL Server(Structured Query Language), RSS news subscription and other key technologies. Also,the thesis demonstrates the linkage relations among home page, inside pages and otherpages,as well as the function and final implementation of each page. Using a modulararchitecture approach, under the technology and service support of HICHINA, China’sleading Internet service provider, the website has been put into operation andsuccessfully achieved all the objectives of site design.
