With the fast pace of economic development and urbanization, the floatingpopulation in urban is increased. The more dense population in cities leads to manynegative issues for urban management and construction, such as heavier transportation,worse social security and more remiss on key regional guard. As to security, thegovernment proposes many a security projects, like the “Green City” project and the“Safe Campus” project etc., which contributes to enlarge the domestic video monitormarket in a great extent. In tradition, it is based on the wired network that the videomonitor system transmits the data. However, wired network is not available for everynook and hook of the city, which leads to great inconvenience to the video monitor.Therefore, what challenge the security industry is how to realize an efficient,easy-deployed, and real-time video monitor system.In this dissertation, we propose a solution for such a system and it is built on theAndroid smart-phone development platform. This solution realizes such functions asvideo capturing in the remote, wireless data transmission and playback on the mobileclients in real time.The idea of design, namely “AnyDistance, AnyTime, AnyDevice”, is presentedright before the system is developed, which include hardware configuration scheme andsoftware deployment. Here, the hardware configuration scheme is proposed based onthe overall system needs. For the software deployment, there are six modules, which arethe video capture module, the data transmission module, the GUI module, the databasemanagement module and the playback module respectively. Then, the design scheme ofthe system is discussed in detail and the relevant technologies and theories are deeplystudied. In the end, system test is carried out, including system functional test,environmental test of different wireless networks and wireless data simulation.The video monitor system in this dissertation can be deployed in two types ofwireless networks including WiFi and3G, so users can select any wireless environmentand corresponding properties of the transmitting images according to their actualsituation, which exactly conforms to the design concept of “AnyDistance, AnyTime, AnyDevice”.
