Access to outside information in terms of the human senses, image become a major way forhuman to get the information with its tremendousw information capacity. People tend to get theinformation from the video or images. Video monitor is grown up in such demand. Currently, videomonitoring is widely used in all walks of life, regardless of the traffic monitoring, residentialsecurity monitoring,or in the launch of the rocket,we can see that video monitoring applications. Itprovides an intuitive image when people make decision. With the development of3G and4Gnetworks,a variety of mobile devices comes out,pushing the development of mobile Internet wave.Application of the internet product develops rapidly, and mobile video monitoring also develops. Itis a combination of computers,mobile networks,technology of video codec and video transmissionservices.It connect the different palace by wireless network in real-time. Mobile video monitoring isnot only the realization of the target object track,the difference between traditional monitor is wecan monitor anywhere,anytime, and offer great convenience to people’s lives.In this paper,a systematic study of the related technology video monitoring,video imagecompression encoding technology, protocol of transfer, motion detection algorithms,Androidoperating system and related systems architecture,etc. We use Android as a platform designed formobile video monitoring after a series of analysis, and then give the architecture of the system andsoftware of mobile video monitoring system,and then design Intelligent monitoring.In this paper, we designed and implemented an embedded video monitoring android platform.Using IP Camera to capture video,transmit and receive video by streaming technology. Androidoperating system is running on the embedded board QT210, which running mobile videomonitoring software. In design of monitoring client, the article describes RTP protocol to study thecorrelation motion detection algorithm which used in video transmission in detail. Since Android isinsufficient in terms of decoding performance, we transplant FFmpeg ported to android. Using opensource libraries FFmpeg, to take its advantage in video processing on handle Android client, whichis can decode image from video. And then design intelligent monitoring. In addition, we conductfully test and make a comparative analysis with the monitoring system for under3G and Wifinetworks. Finally, the article focus on the test of client of monitoring system, take an analysis withfunctions to evaluate the quality of software.
