Design And Realization Of Management System Of Fundamental Construction Projects Database Of State Taxation System

As part of the informatization construction of state taxation system, the management system of fundamental construction projects database is based on the requirements of national fundamental construction management and budget management of central agencies, and is a database system developed to manage the examined and approved fundamental construction projects of state taxation systems according to certain standards and procedures. The purpose of developing this system is to effectively control investment scale for fundamental construction, improve the procedure of examination and approval, standardize project review, enhance the efficiency of functional agencies, as well as to provide a statistical basis for budget and final account management of fundamental construction.The thesis expounds the idea, strategies and methods of designing and developing the management system of fundamental construction project database. The thesis first analyzes the background and the necessity of developing the system. Secondly, it analyzes business procedures in every period of the system, such as application procedures, sequence arrangement procedures, indicator adjustment procedures and project delivery procedures. The thesis establishes the framework of the system through detailed analysis of each procedure, employing JSP, B/S, UML and SQLSEVER2005as technological support. On this basis, the thesis outlines the internal logic between overall business model and specific realization, describes the realizing process and methods among models, and tests strictly the system.At present, the fundamental construction projects database management system of state taxation system has been put into use and plays an importation role in the routine office operation in various fundamental management bodies of the state taxation system, capable of allocating fund according to the priority of the projects, thus increasing the scientific and rational planning and arrangement of the projects, as well as alleviating the work load of staff members and enhancing work efficiency, and therefore greatly welcomed by the working staff.
