As a significant pubulic culture institution in China,TV media carries the most important function as the tongue of the government. However, with the new developing and planning status for the country, the developing trends of both domestic and international media and the change of the audience composition and their minds, as one type of Systematic Reform, the corporation reform for the television station, which is an important promotion organization of the country, will become one of the hot topics widely given attention in the society. Children channel now becomes a popular focus as it walks in the revolutionary frontier of television media industrialization.So far,34children channels exist in the state with2extra pay channels. According to relevant reform projects of the PCC and the State Council, children channel will be defined as a partly-companization scatter-media channel as a preliminary exploration act for culture system reform. Since a reforming practice started years ago, children channel has put a great effort in searching for the best combination point between commonweal and commercial profit, art demand and viewing-rating pressure, public value and market value, culture security and industry competition, ensuring a proper public opinion guiding. It is worth discussing an issue for the TV media about how to keep a healthy, positive and energetic development in the course of the revolution as it holds the administrative function given by the role as the Tongue of the Government and the Party.Nowadays the issue of the industrialization for TV media in China is still in the lack of solid studies in academia. There has been only a very limited cases in TV media companization or industrialization seeding in the real conditions of China. That’s the reason why this article take children channel in Yunnan and Tianjing as primary cases to analyse sustainable development and marketing competence with the M. Porter Diamond Model for after-industrialization children channel, inquiring with interviews and questionnaires to supervisors and practitioners working in children channels in China. As forerunner of TV media in culture system reform, the way, the problems and the future development of children channel will offer significant guiding experiences for other media organizations and even more public institutions that carries companization reform.
