Content:"Put People First" is the core of the Scientific Outlook on Development. As an important guiding principle for China’s political, economic, cultural and social constructions, Scientific Outlook on Development is a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics. The implementation of Scientific Outlook on Development reflected in library management practice, is the library management of "Put People First".Looking back the history of library development, ancient library centered on the collection and collation of literature resources, modern libraries which tend to be open to the readers pay attention to the rich collection of books, the magnificent constructions and elegant environments, present libraries which apply new technologies pay attention to improving the efficiency of library work. All of these that mentioned above are all the library management based on the concept of regarding material as a role.In knowledge economy era, knowledge becomes the most basic economic resources replacing capital and natural resources, it shows an increasingly important role in social production. The innovative spirit of the library staff is the inherent power of the library development. The innovative spirit of the staff is from their initiative. The management concept of regarding material as a role dampens the initiative because of people’s status downgraded to the matter and is not fit to knowledge economy era. It should be replaced by "Putting People First" management.The "Put People First" management of Military Academy Libraries is the "Put People First" concept application. It upholds the guiding line of caring for people, relying on people and serving people. It regards people as management hosts and stimulates library staff’s enthusiasm to exert their potential. It realizes the management goal by unifying library staff personal goal and unit goal. Military Academy Libraries are changing with their management model from traditional control type to modern service type. And the management people are changing from managers to organizers.This paper discusses the evolution and the basic connotation, and the positive significance of "Put People First" concept about management theory. Then it interprets the definition, meaning and development stage of library management. It indicates "Put People First" management is inevitable in military academy libraries. It analyses the management features and shortcomings of Military Academy Libraries and points out the ways to deepening "Put People First" management. First, it is to establish "Put People First" concept. Second, it is to change the management spirit and strengthen service function. Third, it is to establish multi-party interactive mechanism to enhance the quality of management and imply democratization management. Finally, it is to imply personalize service with digital library technologies and set subject librarians to serve the counterparts.
