Work safety is a critical part of enterprise management; defects in enterprise management are common cause of all the accidents, while management failures are always caused by multiple errors. As IT technology has been gradually widely used in the postal industry, make information system for work safety and refine it with IT technology has been gained more and more attention, and which also has been put on the construction schedule of postal information construction. The purpose is to eliminate potential accidents and obtain a long-term work safety and stability. Through the system, the existing engine room, business networks that is unattended at night and self-service equipment can be implemented24-hour continuous safety monitoring to keep work safety. It can offer system support to the enterprises in enhancing security monitoring timeliness.Beijing Postal Security Monitoring System (BPSMS) is a work safety monitoring system independently developed by the Beijing Postal Information Technology Bureau (BPITB). This System consists of software and hardware, and the software part includes page display part, background data reception/analysis/storage/forwarding to underlying platform. The deamons development through C program to implement data reception/analysis/retransmission with hardware interface, meanwhile, through PRO*C program carrying out the interaction with database. The Page display part is implemented with JAVA. The hardware part mainly depends on microcontroller technology, and through assembly language to carry out. System design and background implementation is the main part of this paper.Taking the development work of Beijing Postal Safety monitoring system as the back ground, this paper describes the key technologies and basic theory which used from proposed security monitoring, to needs analysis and system design, and then to implementation process, and finally describe the specific design and implementation of this system. This paper begins with introduction of the system requirements of safety monitoring system, and describes the development of deamons; then the software function, system architecture and logical design of the whole system is analyzed; thirdly, making detailed analysis with the daemons development, and describing detailed design as well as application technology; the fourth part is to introduce software test programs, test plans and cases, and analyze the test results; the final part includes the currently situation of the entire system as well as some specific problems and inadequate. When the system was just put into operation, the quantity of the safety monitoring device is limited; however, the quantity will gradually become larger during the operation. In order to keep the system work smoothly and will not affected by the large quantity monitoring devices, some other pressure testing procedures will be taken. The testing procedures will find out the largest number of monitoring devices that the current system can bear. This test program is also introduced in this paper.Currently, all the safety monitoring devices are a single model, whose main indicators are two temperature, humidity, PUDs, and smoke information. As business changes gradually, the monitoring indicators will also change, therefore, interface design needs have been considered at system development, and the related interface design part is described in this paper.The system development process followed the software engineering. Concerning the pplied software project management theory makes some brief description. There are also some brief descriptions about the work on needs management, schedule management, and arrangement management based on application software project management theory. And the importance of project management in software development process also is described in the paper.The paper summarizes system design and development process, as well as provides a lot of principle, structure, analysis models and application source code, to make the exposition more plump and detailed.
