With the development of optical communication technology, the optical fiber access network of China Tietong Hunan Branch expanding rapidly, the FTTX business developed rapidly. It needs an electronic information system to manage the local network resources and the PON resources. At the same time, with the merger of China Mobile and China Tietong, Mobile’s business halls need to transact CTT’s business. However, due to lack of management tools, especially the lack of fiber-optic network and PON resource management system, shop employee is not familiar with the resources, Lead to handle the business difficult. The urgent need for resource management system construction..This paper analyzes the China Tietong Hunan branch needs of local network resource management, and the needs of work order management. This paper introduces the design of the local network resource management system’s hardware platform and software structure. For the local network resource--station, communication room, pipe, wire rod, cable and optical fiber, this paper gives the system’s management function design. For local network development direction--PON network and FTTX business, this paper gives the system’s management function and workflow design.Through the local network resource management system of CTT Hunan branch, we can use computer system to manage the cable resources, Optical fiber resources and equipment port, and achieve the work order through the information system flow. At the same time, through the interface between management subsystem and resource management subsystem, we can be real-time updating resources occupancy, greatly improve the marketing, service efficiency.
