Among various forms of interviewing, convert interview refers to the one that gathers news mainly with the means of "sneak shot". It can deftly obtain news material, which is relatively hard to collect by conventional skills, by using a series of unconventional methods. It gains favor from the Media Industry and the masses, and flourishes in the "media life" of the latter. In fact, despite its high popularity, several serious social and legal issues are hiding behind it. For instance, it has not only caused a great many of prosecutions against its infringement of right, but also led to a social crisis of integrity, etc. From the legal and the economic angle, the paper tries to analyze the controversial phenomenon in the News Industry. Then, by examining and weighing the legal costs of convert interview, the writer puts forward her design, which is planned to promote the legalization of convert interview, with the purpose of discovering a legal path towards justice and efficiency. The analyzing structure can be simply divided into three parts, i.e. firstly, to examine the static legal costs of convert interview, which mainly consists of the legislating and implementing costs, thereinto, the former includes the costs of lawmaking itself and social costs, while the latter involves the costs of executing the law, judicature and abiding the law; secondly, to examine the legal costs of convert interview in real practice. This primarily refers to the very problems, the loss of justice and the imbalance of conception, which have been confronting the legal practice for many years. And, these problems include the conflict between the entitative justice and procedure justice, the news industry and the masses’benefits received from convert interview and its negative effect, convert interview’s effect on social development; finally, to bring forward a legal design for convert interview, including the optional paths to make a Journalists’Law and legislating regulations in dtail, i.e. regulations that state the quality of interviewing rights and regulate the interviewing rules, content and means.
