In recent years, with the rapid development of meteorological technology, it isentering a period of large-scale construction of the high-altitude meteorological sensingequipment in Fujian Province. Four CINRAD/SA Doppler weather radars have beenbuilt and put into meteorological operation in Jianyang, Longyan, Fuzhou and Xianmen,a CCJ mobile doppler weather radar has been put into use in Ningde, while in Qunzhou,Sanming, Zhangzhou and Ningde there are four fixed doppler weather radars underconstruction. At the same time, four Secondary Wind-finding Radars and a mobileSecondary Wind-finding Radars were used in meteorological observation service.With the further promotion of the high-altitude meteorological equipmentconstruction and the progress of operational use of equipment, these high-altitudemeteorological equipments and supporting network communication systems have aconsiderable scale, and large amount of data and complex operating status informationof the equipment are generated by the monitoring systems, which makes theperformance monitoring and maintenance of the high-altitude meteorological sensingequipment become the focus of future work. Therefore, designing and developping amonitoring system, which is suitable for the management mechanism of thehigh-altitude meteorological sensing equipment in our province, is of great significance.Up to the current operational stage of the meteorological sensing equipment, because ofthe lack of monitoring and management mechanism,for various different reasons,there have been many situations in which timeliness and accuracy of weather forecastsare affected by equipment failure resulting from poor maintenance. So setting up amonitoring and management system is also beneficial to the monitoring and evaluationof maintenance work. Besides, according to the current institution system, frequentfailure of communication about core technology often makes continuation of technicalknowledge very difficult. In this way, issues such as slow communication and poorenhancement of technology are raised as the difficulties of sensing equipmentmaintenance. Using informational monitoring system to store all records can ensure thecontinuation and accumulation of technical knowledge, meanwhile it can realize the maximum share of maintenance experience, therefore to some extent to eliminatetechnical barriers.Based on the above, this thesis discourses upon how to design a completeperformance monitoring system of the high-altitude meteorological sensing equipment.Among its components are integrated publishing platform, maintenance informationsystem, equipment operation monitoring system, sites database system andlogisticssystem. This thesis reviewed the background of this project and the current researchabout domestic and foreign information management of equipments. After discussingthe key technology, I present the overall design of Fujian high-altitude meteorologicalsensing equipment performance monitoring system. Then the design and build of thesystem and the arrangements for the project is described in detail, specifically includingdetailed analysis of customer requirement, system framework design, user form design,database design, permission structure design and the specific applications of softwareproject management knowledge.
