Forests are the important component of the Earth ecosystem. Forest fires is majorworldwide natural disasters. In recent years, due to high temperature, high wind,lightning, man-made outdoor fire violations and other reasons, forest fire happen in highfrequency. Forest fires not only cause huge economic losses but also take a negligibleimpact. Therefore, the government pay close attention to forest fires. The emergenceand development of remote sensing technology provide more convenience for disasterprevention and mitigation. Meteorological satellite are favored by the majority ofresearchers and professionals with its high time resolution, wide coverage and low cost.Currently, meteorological satellite have been widely applied to monitor forest fire pointby meteorological department. The forest fire monitoring platform will help to find thefire point thus we can take fire-fighting rapidly and protect forest. The research has bothimportant theoretical value and appliance value.With the development of3S technology,3S integration technology combiningclosely remote sensing (RS), geographic information systems (GIS) and global satellitepositioning system (GPS) has shown great future. In this thesis, we design the Guangxiforest fire monitoring system based on3S technology. This system will achieve thetarget of forest fire forecasting in real-time, forest fire monitoring and decisionsupporting. The system will be helpful for Guangxi meteorological department toimprove service on forest fire monitoring.In the thesis, as the important date source, MODIS satellite data will be introducedfirstly. Secondly, we take research on MODIS satellite data processing method. Datapreprocessing is the key step before the data to be used. It includes Radiometriccalibration and Geometric correction, while the Geometric correction is critical. Basedon the characteristic which the spatial distribution is heterogeneous, the thesis bringforward the new resampling method-Gauss sampling method. The new resamplingmethod is feasible which decrease the errors. Thirdly, the thesis take research on the forest fire monitoring system and build up the model. Finally the thesis design amulti-data source fire management platform in order to provide fine service on forestfire monitor base on3S.
