During the period of social transformation,the situation of public security is becoming more and more complex.there are kinds of unexpected events and large-scale activities.Information technology base on image monitoring was used as a police building.The technoloyg of police will be improved.This is a trend and direct of public security.Today,Fixed image monitoring of Chengdu Public Security Breau have a considerable scale,but we need higher image upload when we work. So it can’t meet the growing needs of the police work.Many surveillance cameras were not be installed in the scene of service, or it can’t be installed,or the time is too pressing to install.For the evidence that the commander need to decision,we need a efficient system that able to live images back to the command center.With the development of communication technology,we find many wireless image transmission technologys, these techniques can realize the speech, image, multimedia data real-time transmission of information and the real-time monitoring of the incident scene image in the non line of sight condition. Aiming at the problems of wireless image monitoring of the Chengdu Public Security Bureau at present.we invest the wireless image monitoring system of the Beijing Public Security Bureau and the wireless image monitoring system of Taiyuan Public Security Bureau. On the basis of investigation.we research and bulid the incident scene image information real time monitoring system of Chengdu Public Security Bureau. This system will solve the image upload of the service scene in the high-speed beltway in much of the region, particularly buildings concentrated area and key sites.In view of the problem.the paper will discuss the broadband mobile multimedia communication system of HqMobile Net that use Multiple base station-Multiple mobile stations network.Full Bidirectional duplex.Time division multiple access(TDMA) in the high-speed beltway of chengdu. we will construct the public security incident scene image information monitoring system, multi-sectoral linkage, unified command, and the public security emergency scene image information monitoring system with two-way multimedia communication function in chengdu. To deal with emergencies,we provide the real-time images of the scene to leaders, and the realization of two-way voice and data communications. Thus.we contribute the visual, intelligent, flattening of the public security emergency scene image information monitoring system. It meet a variety of public security application models.and realize the communications between the base station and a mobile station of the two-way broadband.The Two-way broadband communications has been done between Multiple base station and Multiple mobile stations.This system suitable for Multichannel wireless image Bidirectional transmission,Bidirectional-Multi-point speech communication.Data interactions large number of Mobile station,complex application and environment.In the network coverage,it is the real time monitoring of scene image informations in the Unexpected events.Public security emergency scene image information monitoring system that constructed by Broadband mobile multimedia communications equipment of HqMobile Net is a flexible network and powerful. After the Broadband mobile multimedia communications equipment of HqMobile Net will be construted.we have a3years development plan.
