Along with our country market economy gradually going deeper, customer-orientedmarketing concept has been gradually established, the corresponding service system must also be perfected as soon as possible, customer complaint management is one of the most important link of the service system, from the marketing point of view, no complaint channels,the complaint channels but cannot solve the problem, the complaint channels but slow, the complaint channels and can solve the problem of these four fastest way to get customers different willingness to spend again. Customer complaints is a challenge for the enterprise,the enterprise will feel tired, but complaint handling is a rare opportunity for the enterprise,because in the process of dealing with customer complaints, companies were offered the opportunity to face to face with the customer to get a lot of useful information. With the improvement of living standards, customer requirements for product quality also more and more high, how to efficiently deal with customer complaints is the enterprise must focus on the important problems to solve, obviously difficult to meet the requirements of artificial management, especially to the taikang life such large enterprises, in this paper, taikang life BPM(phase iii) customers are complaining of the subsystem as the research background.In the design and implementation of the system, considering the system scalability and maintainability, adopts B/S structure, and the J2 EE as the Web application framework of this system, on the specific implementation technology, using the struts 2 + spring + Hibernate framework, using the Oracle database, choose the Weblogic application server, this system has realized the complaints of single electron transfer, mainly including complaint acceptance,complaint handling, query statistics, forms, information management, information, real-time tracking, short message service, system management function module. In this paper,according to the design method of software engineering and development processes to complete this system from requirement analysis to test a series of links.After the test, this system has reached the design requirements, at present this system has been put into use, stable operation. This system finally realize taikang life are complaining of the electronic work order, make the complaint handling process more efficient, cooperation between various related departments had the very big enhancement, improve user satisfaction to the enterprise, achieving the target of the construction of the system is expected.
