The informationization of complaint management is one the important direction of modern organization management. In recent years, for the rapid development of computer network technique, especially Internet/Intranet widely used, which supply solid technical basis for the complaint management system based on the internet. From the current situation of the complaint, connect to the practical complaint management of Weifang coastal economic development zone, this text is based on the J2EE technology platform to takes research and development of complaint management system.This text analyzes the current situation and future development trend of the domestic complaint management, puts forward the complaint management system solutions based on the UML as the analysis and design language, and uses J2EE for the technology platform. For complaint management system requirements analysis, it puts forward the system's main business function flow, draws a system with a typical example, and makes the technical and economic analysis to the feasibility of the system. And it makes deep research in the system function requirement, on which basis to probe into the system's design principles and objectives, and makes system structure design, makes sure the technical and function framework. In the following detailed design, gives concept, logic and physical design for the system database, and for each module it gives the system modeling and database design. In the development and implementation of complaint management system, it proposes the key problems encountered and their solutions, and introduces the development process of the system, including the system performance optimization, problem solving of Chinese code, and uses several typical pages as example, to introduce the operation of the system. Finally, to make the system performance and functional testing, the results show that the system can achieve the desired basic design and functional requirements. This system has the following characteristics:through the B/S model, to make all users visit this system by the browser, resource sharing, and office staffs are collaborative. Also can release part, allowing the specified user logon and to achieve the remote administration work. Achieving user custom-made, retrieval function, and takes convenience to the personnel changes. To realize the remote upgrade management, convenient to maintenance and update the system, using computer-aided management personnel work, to improve work efficiency so as to promote the modernization of complaint management.
