The telecom enterprises must improve their own competitiveness by means of information building. Therefore, the use of advanced information management and the construction of BOSS are the primary concern for Chinese telecom operators.The basic function of BSS system includes the users’information management, billing, account, settlement. It comes from the billing system of the telecom department. Then the system increases the function of controlling the users’credit, which is responsible for the real-time calculation for prepaid users and the implement of immediate shutdown for defaulting users. With the appearance of3G, the kinds of telecom services are richer. The products’renewal speed is more rapid and the customer’s demands are increasing, which has put forward new challenges for telecom enterprises.The narrow billing system refers to the processing of billing files’acquisition and resolving. The billing files’acquisition means that the computer gets the billing files from the telecommunication network infrastructure such as the switches and the gateways. It also generates a result of using the network and does not reflect to the users’fees. And the process of the billing files’resolving is to analyze and calculate the fee of the users. The article introduces the BOSS systematically and does a deep research and design about the billing part according to the actual needs of the telecom operators.
