Design And Implementation Of Dministration And Management Platform Of Hainan Medical Assistance

In November2003, the State pursued home medical assistance policy which aimed at the establishment of a fund, financed through government funding, social donations and many other fund raising channels, as subsidies of the medical costs of low income families and individuals. With the reform and development of the health care system, hospital business processes has already embraced the information technology, medical insurance and social insurance are also in rapid processes of informatization. Along with this state-wide development of informationization in healthcare, home medical assistance is also bound to achieve the same goal, digitalize the old fashioned manual processes, making it more efficient and standardized.Home medical assistance is not a standalone task, it is related to health insurance social insurance, hospitals, and other designated medical institutions or departments. Therefore, the informationization of home medical assistance is not just building an information management system, transforming manual workflows, but also integrating data and sharing resources among all the associated departments.Fully revealed the current policy requirements and medical situation, the subject, our study could zoom in the research on the processes of the home medical assistance. Therefore we build a "one stop" services, the Administration and Management Platform of Hainan Medical Assistance, in the spirit of investment saving, continuing construction, information sharing, public service, and fund oversight. Many sub-systems are built within the platform:billing management is implemented in the medical billing administration, managing the financial assistance for medical treatment, and the compensation and settlement process between agencies and designated medical institutions; clearing subsystems are setup at designated medical institutions for real-time settlement in the medical designated institutions. Taking the regulation of the civil administration department into account, a business and fund supervision subsystem is also deployed. In addition, the platform also builds a portal of public services, to post a variety of public information, policy, and also government affairs, so that the masses are able to better and faster understanding of the various policies and regulations of the medical assistance. Insist on fully utilize the existing social health insurance and hospital systems and network infrastructures, our platform consists of integrating and sharing existing resources, so that truly one-stop services to entitled groups can be provided.The framework of our platform is based on a J2EE multi-tier B/S/S architecture. Each client of the subsystem only needs a browser to send and receive messages. Moreover, custom GUI can also be implemented on the end user client. Web server uses the JSP servlet to response to customer demands. Clients access through the TCP/IP protocol, or directly interact with the application server, retrieving the distributed component objects on the application server. In order to coordinate the various subsystems within the platform, it also adopts the application platform integration technology which can reasonably share information among the various subsystems.
