The Development Of On-site Settlement And Reimbursement System Of New Rural Cooperation Medical Service In Primary Hospital Of Pingdu City

The system of on-spot payment and refund in new rural cooperative medical treatment at basic hospitals of Pingdu City is based on our city’s policy as well as the development of computers and Internet communications in medical information technology. The primary software is written in PowerBuilder language, designed with standard interface of information exchange and based on transaction patterns. By the adoption of client/server(C/S) structure, a seamless integration of on-spot payment and refund system with hospital information system(HIS) is realized.Through the real-time network of basic hospitals system points with data centers of new rural cooperative medical treatment of cities and counties, we can make good use of the existing resources, sharing medical information at different places, enabling the farmers to get treatment with instant payment and refund.This paper is written along side the successful system interface integration of HIS system and on-spot payment and refund system in new rural cooperative treatment in basic hospitals, which is gaining popularity in Pingdu City. First, the present research status and trend of hospital information system home and abroad is explored. The research significance, objectives, contents, technical route and feasibility are also introduced in this part.. Next, on the basis of design principal and aims, a general design from the aspect of logic, function and database of new rural cooperative medical treatment at basic hospitals of Pingdu city is presented. Meanwhile, this paper explains how security strategy is deployed by means of designing the server, communication channels, and data security strategy. Finally, this paper introduces a detailed designing process of system interface, and analyzes the features and connection of both HIS system and the payment and refund system. A practical design scheme of on-spot payment and refund system is also proposed in this part. The practice shows that the system is complete, reasonable and convenient, which has improved the service and quality, simplified the process of payment and realized the sharing of medical information. This system has also improved the information administration system in general hospitals, improved the timeliness and accuracy of data collection, and promoted the statistic analysis and application ability of health data. Refined management of service, fund, internal operation at all levels of medical organizations has been realized. The system can help with public health administration and policy making. It also upgrades the level of digitalization, modernization and informatization in hospital administration.
