With the coming of information age and the development of Internet, thesemantic web has become the inevitable trend of Web3.0. Ontology, whose essence isthe shared conceptual model formal specification,is the semantic web’s basiccomponent.Nowadays,it has made a systematic and detailed study on the method ofbuilding ontology at home and abroad, such as seven steps method, skeleton methodand so on, but there exists two deficincies: one of which is that the researchfocused on the single-language ontology mostly were English and Chinese ontologyand it lacked the ontology research in multi-language ontology,and another is that itwas characterized by the manual construction which was time-consuming andcostly,short of automated builds. How to quickly build a high quality ontologybecomes an important research goal. The number of all kinds of web sites in our area,including minority language’s websites, presents the blowout growth. The study onUygur ontology is relatively less under the current conditions at home andabroad,which needs to quickly build uygur ontology in related field in order to speedup the Xinjiang minority nationality areas informationalization development and keepup with the semantic web development pace.Under the in-depth analysis of the current research status on Uyghur ontologyconstruction and cross-language ontology reuse,the paper proposed a Uyghurontology construction method based on Uyghur-English cross-language ontologyreuse and cross-language ontology transformation to handle the issues on commonknowledge acquisition between Uyghur ontology and English ontology.Firstly,themethod converts the initial Uygur ontology with relatively sparse data ontologydata into the English ontology with comparely rich data in order to construct Englishquery ontology,and it starts the query ontology self-learning through ontologyselection,mapping,merging and evaluation,expanding it continuously to form the rich-data query ontology;Finally,when it reaches a certain threshold size Scor apre-set iteration number,it proceeds to the cross-language ontology transformationprocess to get rich Uygur ontology.In this paper, combining ontology reuse and cross-language ontologytransformation, the basic Uyghur ontology construction framework is proposed basedon cross language ontology reuse.And using the Protege ontology construction toolupon the framwork, it built a Uyghurr tourism domain ontology with the78.8%conversion rate, which fully verified the feasibility and effectiveness of the method.
