A Plan For Waterway Informanization Construction In Guangdong Province

As an important part of the comprehensive transportation system, the waterway transportation has the irreplaceable advantages of low cost, low consumption and little pollution that other transportation modes lack. In the days that the science and technology develop fast and energy efficiency is widely promoted, the traditional management mode, method and means do not meet the requirement of the current economic development, which greatly impedes the development of the waterway transportation. Therefore, it is very important to build a clear, efficient, safe and green waterway transportationation in constructing the modern comprehensive transportationation system.In recent years, the information technology has been successfully applied in the production and management of waterway transportation. In Europe and USA, science and information technology have been widely promoted and applied in the inland waterway transportation, which changes the traditional production mode and management method. The practice shows that through the information technology it can optimize the waterway transportation management, provide public services, improve the safety of waterway transportation, raise the efficiency of transportation to the largest extent. This develops the modern management and proactive services of the waterway. At present, the information development of waterways in Guangdong Province is still at the beginning stage without a consolidated network system, which brings a lot of problems, for example, no share of resources, few related business softwares, insufficient hardwares and equipment, less qualified personnel and imperfect organization and system, etc. Therefore, it is necessary to analyze the demand and plan the development of the information system of Guangdong waterway. The newly planned system helps realize the resource sharing, strengthen the competative capacity, improve the services and lower the transportation cost of the waterway industry.This paper first analyzes and studies the successful experience and the tendency of the information development of the waterway informationization construction at home and abroad, on the basis of which the demand of Guangdong waterway informationization is fully analyzed. Then Critical Success Factors (CSF), Value Chain Analysis (VCA), Business System Planning (BSP) and Strategic Set Transfer (SST) are used for the overall planning of Guangdong waterway, which confirms the scope and fuction modules of the sub-system and then makes detail suggestion for the implementation of Guangdong waterway informationization. This is important to the development of Guangdong waterway informationization, bringing a lot of advantages to the waterway industry and waterway companies.
