The controlled waterways of the Yangtze River’s upper reaches is so narrow, shallow, dangerous and with poor navigation conditions that ships must pass through orderly and scheduled by the signal station, otherwise it is prone to waterway accident. According to the differences of upper reaches, controlled waterways can be divided into two types, i.e., independent and dual controlled waterways. Compared with unary controlled waterway the dual one is distinct in channel conditions, dispatching center’s function and traffic commanding, and it has complex waterway, multi-class working station and difficult dispatching task. In unary controlled waterway of Luzhou and Chongqing Reach, although the Intelligent Ship Traffic Command System(ISTCS) is adopted which can assist signalman in dispatching effectively, it is not suitable for dual controlled waterway. Consequently, a command system for dual controlled waterway is urgently needed to improve the current scheduling way, and to accelerate digital channel construction.In this dissertation, the dual controlled waterway between Bailianshi and Miaojiaoqi reach is analyzed, which is formed when the water depth is less than three meters. According to the actual requirement, the ISTCS in independent controlled waterways is developed, in which ship commanding and data sharing are explored, and Automatic Identification System(AIS), data communication and artificial intelligence technologies are utilized. The main work of this dissertation includes three parts:① In accordance to the actual situation of Bailianshi and Miaojiaoqi reach, requirement analysis and detailed function design are conducted.② According to the commanding demand of dual waterways’ station, collaborative command methods are designed and data collecting and sharing methods are analyzed.③ The system’s overall architecture is developed in a Client-Server(CS) model, in which the main controller and the controlled terminal play the role of server and client respectively. Based on the design of software and hardware modules, the system is achieved by using C# programming language.It proves by practical application that the automatic commanding is realized for dual controlled waterway. Concretely, the real-time data sharing, dynamic ship position monitoring and automatic management of traffic information are well achieved. It shows that the implementation of the system can reduce the signalmen’ work pressure and improve the informatization level of the signal station effectively.
