SMS Early Warning Publishing Platform Of Heilongjiang Province’s Broadcast Television Safety Broadcasting

The quick development of network technology and satellite technology promotes thegrowing of digital television broadcasting, and users can receive and watch real-time andhigh-definition television programs, which healthy, stable and safe television ones not onlycan enrich people’s spare time, but also allow to learn the necessary professional knowledgeof work and life from them. But how to safely monitor and give early warnings has been oneof the key aspects of digital television broadcasting system.Digital TV programs is now becoming more common, however, analog TV programs willcontinue to exist for some time, so monitoring and early warning of TV programs need to becarried out in two signals in order to effectively and safely protect the TV programsbroadcasting. Research and development of radio and television broadcast monitoring andearly warning is of great practical significance, and its technology can be used as an importantindicator to measure the level of development, and also as essential ways and means ofimproving work efficiency and quality. Therefore, in this paper based on three levels radioand television broadcast security monitoring and early warning messages platform ispresented.In this paper, firstly, the development status of China’s digital television broadcasting isintroduced, and then problems in digital television broadcasting will be described, and alsoSMS gateway principles and transport protocol is presented; the meaning of televisionwarning and security alert levels are briefly explained; China’s various programs of broadcastmonitoring and early warning systems are summarized, and their advantages anddisadvantages are analyzed.Secondly, According to the analysis and summary of main problems in the currentbroadcasting digital TV monitoring and early warning technology, based on three level earlywarning broadcast receipt and feedback system is implemented. It design and completemodules of early warning release, terminal management, terminal feedback, informationsearching, text messages receiving as well as configuration management. The provincialcenter system will timely delivering warning information according to requirements ofadjusting TV programs broadcast, and two level systems will transmit them to the three levelunits after receiving them. Early warning information release can be sent using wired andwireless transmitting ways. High two level centers can choose one or two, but the lowestplatform generally uses wireless terminals to send and receive early warning information dueto objective factors.The platform system testing has been carried out, and through analysis of experimental data it can be achieved in the Heilongjiang province, the whole system is running well and canquickly realize the warning release, and also ensures safe and stable broadcasting of digitalTV programs.
