Smart city is developed with the advancement of information technology and theintensification of the urbanization process, and it is a new area of research. In recentyears, smart city is generally favored by many city managers both at home and abroad.Smart city is a product of the comprehensive development of IT, communicationtechnology and management science development and practical application, and it isthe senior extreme of urbanization development. Information services catering to thesmart city is a fully new proposition put forward under the social background ofrapidly advancement of the global urbanization process, and the construction of smartcity in full swing, aiming to promote the intelligent transformation and upgrading ofthe information services industry in order to enable them to adapt to the developmentneeds of smart city, and also to promote the construction and development of smartcity.This paper makes a comprehensive analysis of the smart city’s informationservices needs on the basis of systematically combing the related theories of smartcity, information services, information services catering to the smart city information,pointing out that the function of smart city’s information services needs to cover threeareas: government administration, industry and people’s livelihood. Then the authormakes a detail analysis of the key factors in smart city information services, using theresearch perspective of macroscopic view, mid-scale view and microscopic view withsystem theory in the scientific system for reference from three levels:macro-environmental factors, mid-scale resources factors and microscopic subjectfactors of the smart city information services, and builds an overall model on keyfactors of smart city information services. Among them, the macro-environmentalfactors includes political and economic factors, law and policy factors, cultural andeducational factors; mid-scale resource factors includes information characteristic factors, information collection factors and information management factors;microscopic subject factors includes information users’ behavior patterns and servicedemands, the operational ability and the service standard of information serviceorganizations and as well as the degree of information resources sharing andmanagement model of government departments. Besides, it is pointed out that thethree levels’ influencing factors of the smart city information services do not exist inisolation, and the analysis of information services of the smart city needs to considercomprehensively the combined action of different influencing factors on all levels.Then, it is proposed that the construction of the smart city information services systemshould adhere to three principles, which are the government-led principle, the systemorganization principle and the demand-orientation principle on the basis of conductingdemand analysis, functional analysis and critical factors’ analysis. By designingsystematically the various functions of the smart city information services, it buildsthe smart city information service system, including four big elements: theinstitutional system, the organizational system, technical system and managementsystem. Finally, the author analyzes the drive mode, business mode and theimplementation mode combined with the overseas related research and practicalexperience, in line with the specific circumstances of smart city development in China,building the system model of the smart city information service operation. Drivemode includes government-driven mode and market-driven mode; business modeincludes welfare management, market management, and public welfare management;implementation mode includes entrustment of an agent, contract outsourcing andfranchising.
