Smart City concept provides the city of innovation and development of newideas, and opens up new perspective of the city when global urban development andthe survival of the mankind is facing severely restricted. Its character is taking theInternet as one of the important foundations, advanced information technology,relying on intelligent fusion of technology and network, developing new models andnew forms as a significant part of the city, such as smart technology, smart industry,smart management, smart service, smart humanity, and smart life.Many developed countries in the industrial transformation and socialdevelopment, had recognized the foresight of "smart cities" earlier, such as the UnitedStates, the United Kingdom, Japan, Netherlands, Sweden, Korea, Singapore andMalaysia. They have been introduced and implemented the strategy of smart city, andgradually achieved results. For nearly two years,"smart city" in China has received alot of recognition of the local government. At present, Beijing, Shanghai, Ningbo,Shenzhen, Wuxi, and some mainland cities has been started "intelligent cities"strategy, intended to seize the first-mover advantage. But the current study on thetheory and practice of smart city in our country is still at the primary stage, most ofthe research is just at the stage of policy.This article analyzes the basic concepts and the content from the theoreticalaspect, analyzes the key technical problems from technical dimension, analyzes theinvolved industrial fields from industry perspective, and analyzes the importantsignificance of constructing smart city for city development from the applied level.Use literature survey to collect information about major initiatives, constructioncontent and relevant policies in the United States, Japan, Canada, Western Europe andother countries of building the smart city. Use case analysis method for analysis themajor initiatives, construction content and relevant policies of Shanghai, Guangdong,Shenzhen, Nanjing, Ningbo, the developed area in the smart city construction.Analyze the construction at home and abroad, and explore the inspiration of smart city construction combined with actual demand and the construction of Changchun city’seconomic development.Utilize the questionnaire method to analyze the infrastructure construction ofChangchun city, make quantitative statistical analysis. Utilize quantitative statisticalmethod for analyzing the existing influence factors of the Changchun city. And usesystematic study method in the study to analyze of the essential factors of smart cityconstruction in Changchun.Use SWOT method to analyze the external opportunities, internal advantagesand disadvantages, strategies of financial, business, education, medicament and health,city management, city transportation, environmental monitoring, public service andsmart life during smart city construction, and explicit the important boosting pointfrom wireless cities, urban construction, e-Government, public safety, the applicationof geographic information system, emergency command system, and intelligenttransportation system-building aspects. Propose the safeguard measures ofstrengthening leadership, multiple financing and security system constructing.Analyze the boosting patterns and strategies of typical cities in China likeNingbo, Shanghai, Nanjing and other cities with China’s national situation. Analyzethe different advantages and disadvantages of Changchun City Government-leddevelopment model, market-oriented development mode and mixed mode ofdevelopment from the different combinations of government and market. Analyze therealization route of Changchun’s smart city construction from the integration oftechnology innovation, industry-driven, resource integration, project construction andpersonnel training.
