Coal is the main energy resource and an important industrialmechanical in China, which accounts for more than 70% of thewhole nation’s disposal energy consumption. Coal industry isbearing so much in economic construction that can not beneglected. Since 2010, the world economy has gradually revivedfrom the 2008 depression. And our economy has regained vigor andpace in its development. There is an upward tendency at the coalmarket both domestic and abroad. Safety is the eternal theme incoal industry, which is the key to a healthy and stable operation ofcoal enterprises. Since 2010, mine accidents in all sizes haveerupted in one place after another, which will engender extremelybad influence on people, enterprises and the state as a whole. Thegovernment pays special attention to the security of coalproduction. However, there is no substantial improve in theprevention of mine accident despite of the repeated orders andinjunctions from the government. The miners’ safety and enterprises’ business is at serious risk. And production safety hasbeen the binding constraint that hinders the development of coalindustry.To some extent, the primary cause of mine accident lies inthe fact that miners are still not qualified for safety consciousnessand law knowledge. At present, the mine safety training is stillapplying conventional teaching methods, relying mainly on textbooks, teaching materials, propaganda pamphlets, broadcast andfilmstrip, which are relatively outdated techniques. Besides, minersusually don’t have enough time to deal with both work and training,and a serious shortage is also existing in the teaching staff.Theweb-based training places emphasis on learners, which givesinitiative to miners at training and largely encourages miners toreceive education. Web-based training harbors a variety of teachingmaterials and methods, which can assist in conducting classes in avivid way that cannot be achieved by employing traditional methods.The flexible schedule cal also help alleviate the conflicts asreferred above. Coal enterprises are supposed to computerize theoperation of training, and choose suitable networkplatform( learning and management system), training courses andteaching materials according to their own situation.The main task of our study is to give some instructions about thedesign of Network-based coal mine safety training coursewarethrough discussing its system and some problems existing in itsweb-based formulation. By providing miners with high-quality courseware, we can not only help teachers to give classes, but alsofacilitate miners to learn by themselves. What’s more, we also hopethis study may contribute to improving miners’ security awareness,establishing a proper safety value outlook and behavior principles,carrying out state’s production safety policies, ensuring safeoperation of mines, and finally promoting the whole coal industry toachieve a rapid, stable and harmonious development. The majorresearch methods involved in our study are theoretical analysismethod, comparative research method and literature reviewmethod.
